    Default Naval Ship raid stance

While playing as Rome and fighting against Carthage, I keep getting naval raiding spams left and right, and its really making it hard for me to even get out of Italy all together. It seems like everytime I destroy a fleet (1 stupid ship!), three more appear to raid some more. Is there any chance that the raiding stances will get an overhaul as well? It just feels like two or three ships with less than an infantry unit can do 60+ public order hit from raiding. The lest it should do would be like 20 and 50% increased piracy.

I experienced this with the Illyrians early in my Roman campaign. The Daorsi formed an Illyrian Confederation with the Ardiaei right after I had declared war on them. I then had to deal with both of their navies who went on a raiding spree along the eastern Italian peninsula. I was able to destroy the bulk of their fleets, but ultimately, it didn't stop until I put military pressure on them with boots on the ground. Taking their coastal settlements crippled them, and I was able to turn what was left of them into a client state.

Carthage is a slightly different case, but my recommendation would be the same. I recommend applying swift military pressure to force them into a ceasefire. Consider sending a transport force to take Karalis if at all possible. That will give you an excellent staging point for future conflicts with them, and it'll give you access to the military wharf that provides the heavier Roman ships. You'll, of course, have to research the military upgrade to construct it, but it's well worth it.

I know your frustration. I hope the public order penalty at the very least gets reduced, but that's the best advice I can give for now. Seek ceasefire now. Annihilate later.

Yeah, only problem is that Magna Graecia has -58 public order, and I don't want to remove my army from Magna Graecia because of the raiding. My fleet was recent destroyed as well, and I don't have the money to reinstate the navy, and on top of that, the ing barbarian tribes in the north are now declaring war on me, and I cannot do a damn thing because Rome is severely handicapped when it comes to melee. Truth be told, I really hate how DeI has turned all the melee sword troops into spear troops, and that the barbarian levy infantry can stay in the fight for a very long time.

Best part is, Carthage won't even get a ceasefire with me. Well, guess I'll wait for the .95 patch for DeI where it looks like we can manually set the Polybian reforms now via tech tree.
