Can't Run 6.4 through Steam

I just download Stainless Steel 6.3 and 6.4 and cannot get the game to run. It keeps saying cannot find kingdoms.exe make sure its in your MTW2 folder. So I searched for kingdoms.exe on my computer and cannot find it. My game just updated through Steam and automatically installed the kingdoms expansions, so I'm wondering if that's why I can't find the kingdoms.exe? Is there a way to get the game to work without it? or can I install Kingdoms.exe somewhere? I've tried downloading the launcher replacement which is something I used before with Broken Crescent before but get the same message that the kingdoms.exe cannot be found, I've also tried uninstalling and reinstalling as well and still wont work. Am I out of luck or is there someway to fix this?
