Insane End Turn Times Windows 7

So this is a windows 7 issue for me (appears in other mods for Kingdoms as well) where end turn times will be far greater when playing any Kingdoms game in Windows 7 rather than Windows XP (both 64 bit versions). I no longer am able to dual boot into my Windows XP partition (BSOD) so I'm stuck with 30 minute end turn times for Third Age:Total War. In terms of FPS, I can get 300 FPS in Windows XP and only ~70 or so in Windows 7, but that's still okay. The main killer is end turn times. 30 seconds for Third Age:Total War in windows XP and 30+ minutes for TA:TW in Windows 7. This is on the SAME computer (which is one I built myself with good parts). Game is NOT in Program Files. Run as admin on. Same campaign save game (stats is from a while back when I could still boot into my XP partition). CPU is i7-2600k overclocked to 4.7 Ghz Graphics card is an AMD R9 290. I get similar insane end turn times on my laptop which is also windows 7. Anyone have any ideas?
