Problem with military reform

I started A new Campaign with Gondor on TATw 3.2 without any mods, but I don't get the military reform on the 40 turns.I tried reinstalling the game and the problem continues.

Well, how long have you played? It should happen somewhere between 36-th and 48-th turn, usually at turn 45.

I've played into the turn 80 with Gondor and one with the high elves into 100 turns just to make sure. it's the same with every faction ,even the A.I,I have no clue of whats causing this problem , since, even if I reinstall the game the same thing occur

Go to your M2TW - mods - Folder where TATW 3.2 is installed - Data- world- maps- campaign- Imperial_campaign, and open the descr_events.txt file, and copy paste text located there, and post it.

Do you get the first or any Military Report message when you start the campaign ( in first few turns)?

You can test to make a change on your own and see does it help ( first, make a backup of this descr_events.txt file which you are about to edit, in case it does not work):

remove the semicolons ( ; ) as seen bellow:

Save and Exit.

Then, delete map.rwm file from your M2TW/ mods/ Folder where TATW is installed/ data/ world/ maps/ base folder, and, start a new campaign.
