The reason for this is simple, transparency and record keeping. Everyone must be able to access your posts, especially the moderators of your RP. Private messages can be deleted and a mod cannot confirm if Rp that happens in post is done using OOC or other illegal information if he cannot even access the Rp posts themselves.
You may say, oh, you can just edit out meta-gaming RP from a publicly made post before a mod can check it but remember that moderators are able to view that post's edit history so nothing can be hidden from us in that regards.
For anyone who is concerned that other players are using your information that is posted publicly and known about OOCly to plan their own RP, then you should inform a mod about your concerns, not look towards private messages as you, yourself are now metagaming.
This is all in the effort of fairness four our playerbase. It is not fair if one player resorts to RPing through PMs because he or she is afraid that others may use it agaisnt him or her while everyone else is making their posts publicly. There is nothing wrong about planning your RP with other players through PMs or groups but you must put that plan into action in an IC manner.
