The King meets with his people

In an effort to unite the Armenian people under one kingdom, King Levon I of Armenia in the company of his royal guards rides to local Armenian factions to meet with their Chieftains and begin the process of uniting under one banner. Levon believes that he should personally greet his Armenian brethren as they are his people and they would better answer to their King than some envoy.

Due to your neighbor being half the size of you, it will be a +1 modifier for being more powerful
As for being a fellow Armenian I would say...+1 as well (most cultural rolls have been a +1)
But for being there in person, that's a +2 for your King's presence.

I believe these are sensible.

The neighboring Armenians appear to be accepting towards the proposal of Levon who seeks to unite the Armenian people, not see them divided. The local rules and the Satrap of these two provinces come forth and swear allegiance to their Armenian King.
