Default Got two problems, well, make it three.

After about two years, I re-installed TATW onto my desktop. It was running fine, until I entered a battle during a siege on the rebel held West Osgiliath. (I was playing Fellowship Campaign). I entered the battle, and the entire battle bar at the bottom of the screen was whitened out, except part of the Generals card and one unit on the other side of the top line of unit cards. There was nothing else there, even though if I hovered over parts of the bar, the words of what would have been there would appear. But if I tried to click on it, nothing happened. Well, battle played fine beyond that. But when Mordor captured East Osgiliath held by the rebels and then besieged W.O., I sent an army to help lift the siege. But as soon as I clicked on the "Start Battle of Battle Map" icon, it CTD. Twice I've tried it, doing it at different turns. But same results.

So, I reopened it and tried a custom battle. Same white out of the battle bar. I even installed the 3.2 patch but it still didn't fix it, or even showed that it was version 3.2 on the start up screen. I reinstalled 3.2 but no change. Any help would be appreciated.

Try with deleting battle.sd file in your ...\Medieval II Total War\mods\Third_Age_3\data\ui
folder. That should fix white issues.

That did it for the white. Any suggestions on the crash? It only seems to happen when I try to raise the siege.

You have some submod installed I presume, cause, TATW vanilla is 3.2 latest version.
