Forgive the King, Leonnatus. He is currently away at Amiphipolis, readying his troops to face the Thracian menace that threatens the whole of the Balkans. What brings you delegates of the....Platean League, correct, to Pella?

Forgive the warlike preparations. I suspect you are aware of the Thracian menace that prepares itself to threaten all of Macedon and possibly Greece itself. What brings a delegation of the Platean League to my attention?

We are aware of the Thracian threat, and we have come to discuss the future status of Greece, but first, we have some accounts and spy reports of another threat, that of a simiarily sized host of roughtly 25-35,000 Celtoi warriors and over 100,000 of them in total that are marching south and will arrive in the next few years. We wish to share this information both as a show of good faith, and to preface our negotiations.
A small stack of papers is handed to the Macedonian king.

I am aware of this Celtic presence bearing down on Illyria. A delegation of them once came to Alexander the Great when he was at court. They have been quiet since, but I will be keeping an eye on their movements, hoping they avoid Macedon and Greece. And that they are friends of ours instead of enemies.

Well we are on the same page on the Celtoi, though I wouldnt trust them, especially if you suffer heavy losses against the Thracians.
Now, in the formation of the Plataean league, we have drafted terms of an agreement in the relationship between Greece and Macedonia
1. A mutual non-aggression pact for a term of 5 years.2. Mutual non-interference of Macedonia in Greek Affairs and vice versa(Eprius can decide by its leaders weather to be neutral or under Macedonian sway)
3. A pact of Mutal defense against the Celtoi if they come into Macedonian lands
4. The Hellenistic league is to be disbanded, replaced by the League of Plataea for states that wish to join Athens, and a League of Armed Neutrality for the states that wish to remain independent. The league of armed neutrality is not to be under Macedonian or Plataean sway, and would be bound to the same Anti-barbarian defense pact terms as the other

Leonnatus takes the draft in hand and reads it quietly for a moment. The Macedonian paces the tent, his mind deep in thought. A new league would delay his plans for Greece supremacy. But I am smart, fighting on two fronts is something I don't need right now. It would be best to accept this for now and wait for an opportunity. The Macedonian King smiles and walks over the delegate.
I will gladly accept this. However, I would like to add a clause. A non-intervention into the affairs of either nation. Macedonian affairs are Macedonian ones, while Greek affairs are Greek ones. If this can agreed upon, then I will accept it.
The King, being aware of Epirus's pro-Macedonian opinion, hoped this would ensure non-Greek intervention against his delegation that was present at Epirus. While at this present point, the King was unaware of Athenian presence in Epirus.
(Note he isn't aware that Athenian delegates are at Epirus. He just wants to make sure they won't come, even though they are there)

I agree to the terms, but I would like to add an addition to the non-aggression clause that would prevent any misunderstandings between us and quiet the anti-macedonian factions at home, and that is Aetolia. As you know, the Epriotes nominally claim the lands of the Aetolian League as theirs, but this is a league of independent greek states, not to mention that Aetolia holds many holy sites for of us non-barbarians, first of which is the Oaracle of Delphi. I would like Aetolia to be detached from Eprius, and made its own neutral territory, not subject to membership in the Plataean league or any kind of Macedonian lead confederation, and that with both swear to the mutal defense of Aetolia against any outside power, to safeguard the holy sites of course.
OOC: Fun fact, the Celts actually sacked Delphi in their Galatian migration, and I wish to essentialy take the bottome 1/4 or so of Epirus and turn it into its own mini provience with 1/3rd the manpower of a normal one

Leonnatus ponders for a moment then offers a smile to the delegate.
How about this counter-offer. If Epirus was to join my nation as an allied state, I will propose this. That Delphi be protected by both Macedonians and Greeks. A show of cooperation between the league and Macedon. That despite Macedonians and Macedonian-aligned Greeks ruling over Delphi, it is a holy site for all of the Hellenic world. Delphi will house an embassy of the League and Macedon to display its status as a sign of cooperation. It will also show that despite this strange arrangement, we can still cooperate as Greeks and Macedonians. This will truly show our friendship and test it as well. Through hardships, our friendship will succeed.

Demothenes begins to scoff at the idea of Epriotes being considered Hellenes, but suppresses the thought and says

OOC: My mind is fresh now, got a new idea instead that wouldn't require a map edit.
An adviser speaks quietly to the King and nods.
Instead, I shall make a new offer. That the entire city of Delphi will be known as a neutral territory, no matter who its master is, unless they are independent. It shall be protected by the Kingdom of Macedon and the League cooperatively. I believe this is the best offer for us.
Leonnatus wonders why there was an army of observation in northern Thessaly. He would have to tell Cleitus soon. Quietly, the King nods.
Please, send my regards to the members of the League and let all of your territories know of this newly founded cooperation between Macedon and Greece.

I accept the idea to have delphi a neutral site
And on the Army of Observation, it is not to threaten your cities, but instead is there to offer aid if the war with the Thracians goes badly and to both deter, or fight the celtoi if they try to enter our lands. Not to mention to get the Thessalians into the League we needed to deploy a large number of troops to Thessaly to reassure them that we will protect them and not let them bear the brunt of the Celtic or Thracian advance before we mobilize our armies.

As long as the army stays within Thessalian, the people of Pella will not be alarmed nor uneased. I thank you for this offer of cooperation. I hope however that will not be the case and that this Thracian menace can be defeated without the lose of too many lives.
