The Corinthians call forth an assembly of the city-states of Achaia for an emergency session. The Achaen League, a successor to the fallen Hellenistic League, is brought forth with the leader being the ruler of Corinth.

Demothenes walks into the middle of the assembly hall and has copies of 3 sets of documents sent to all of the delegations of the city states of Achaea
The Athenian statesmen begin
I present you to you two great triumphs and one threat in these documents that are passed around. The first is a copy of the text of the treaty signed with the Macedonians. With no blood shed and the stroke of a pen, we have ended the Macedonian domination over Greece and ended the puppet Peloponesian League and we are free to conduct our affairs without the threat of Macedonian interference and we have it in writing. And this is no follow agreement, for we have an army of 14,000 free Greeks encamped and fortified in northern Thessaly not a weeks march from Pella, instead of Macedonian Garrisons in our cities. And I swear, before Zeus and Athena and all the gods, that while I do not seek unessacary bloodshed with Macedon, as long as I draw breath, their troops shall not pollute the soil of Hellas.
Brothers, while some of you are to young to remember, but I remember the days of Phillip and I have bled for Greek freedom at the battlefields of Chaeronea and Crocus and I say

Now, brothers, I beseech you to join our Union of Plataea. The next set of document you will see is letters of support and encouragement for your joining of the League from the Thessalians, Atticans, Rhodians, and Aegaean Poli. They joined when the threat of a Macedonian response to our declaration of independence was very real, but now, for you my brothers, that is a moot point
Finally, the third set of documents is a grave matter. The first papyrus speaks of how the Macedonian kings in the north face a great host of vicious thracians, who murdered our envoys by the way, who slightly outnumber them. And even more gravely, a equally large host of Barbarian Celtoi of over 30,000 warriors and 100,000 people shall sweep south into Macedon.
In light of this brothers, I say us Greeks must band together for our common defense, for if we stand seperatly, we shall be overwhelmed, weather it be by Thracians, Celtoi, or the Macedonians or another one of Alexanders vulgar successors.
Brothers, hear me, I ask that you join us in the Union of Plataea, not just to secure the gains of freedom and independence I have won from the Macedonians for all Greeks, but also to protect your very persons, homes, and families from the multitutes of Barbarians bearing down on us. Remember my brothers, Greece unitied can withstand any force man may bring against us, like in the Glorious Persian wars.
OOC: That should do it, and if there is a roll, I should get hefty advantages for the strength of the league, the barbarian threat, and the fact that the Peloponesian league has been ended(which would be a great blow for macedonian prestige, and also, given the agreement, presence of the Greek Army in Thessaly, and the barbarian threat, almost not threat of a Macedonian military response)

The Celtic and Thracian threat is too far away to matter to Achaia. Also it was the League of Corinth and it would not result in a negative or positive modifier.
Now did the speech and promises of the Plataean League convince the Achaens?

Like the Thessalians, the Achaens would have liked to enjoy their independence longer. For they were truly trading one overlord for another, whether it was Greek, Macedonian or any other. The assembly of those in Corinth began to murmur among one another. Voices could be heard demanding the League's withdraw from their interests while others did want to join, but were concerned that this would be trading one overlord for just another. Plus, all the threats present to the League were too far away to concern those of the Peloponnese.

OOCL I guess I accept it, though the Neutrality (I.E. not wanting to anger the Macedonians) would essentially be a non issue here

OOC: Neutrality in the sense of what happened with Epirus, they want to keep their independence and not align with either Leonnatus or Cleitus. Whereas Epirus though is still Pro-Macedonian, the Achaian area will still keep its neutral attitude. Its too far south to have it change to Pro-Macedonian like with Epirus.
I will recommend giving it another year before trying again.

Question, if the Thracians or Celts defeat the Macedonian Army but dont enter greece proper, would I get a postive modifier?

Depends on the league's military size compared to the Celts and Thracians. If the league can truly protect them or if they feel they need it, then yeah. But think about this, if they join and the League is suddenly under a state of war and losing, the Achaians may look to save their own skins than go down with the League. It just really depends on a lot of factors that will surface eventually.
