The envoys are welcomed by Cleon of Iasos, one of the Queen's chief retainers and led to the palace of Halicarnassus near the mostly restored Citadel of the city, both overlooking the Mausoleum built by Artemisia II. The palace itself appears to be a mixture of Persian, Greek, Carian, and some Phoenician in decoration, but predominantly Carian. The Queen and three retainers emerge from a small temple to the side of the main hall which bears a statue of Hecate. "Cleon, who are these men?" "Emissaries of Antigonus I Kalós." Artemisia nods and moves to sit in her small throne, then gestures for the men to speak. Cleon has moved to the left of his queen, while the other three men stand to the right. The emissaries can see two of them are Carian and the third is a Persian.
