    Default How To Enable 'Confederation' ?

    I tried making Rome be able to form 'confederation' with Etruscan but unable to do even after changing the Etruscan culture from Italian to Latin (the same as Rome).

    Is it hardcoded ?

    diplomatic_action_subculture_restrictions -> can_make_confederations has to be set to true and both factions need the same subculture. Thats about all

    I know but somehow it didn't work with Rome (for me).
