A ship bearing a strange northern sigil makes the harbor late one evening carrying a rather portly man wrapped in furs. He was a representative of Karhold, in fact, and the chief tax collector of that holdfast. He had journeyed south in order to expand the basis of his taxation. He spoke to the port guards and requested an audience with Lord Mauger

He is let in, but informed that Lord Mauger is currently in the capital with His Highness the King his cousin.

The man entered the hall, admiring its rich decoration and view, and said to nobody in particular. "I hope to speak to someone who may speak on behalf of Lord Lord Mauger."
