Is this a bug or what?
As Macedon you can recruit two kind of troops who looks identical but with very different stats on charge bonus for example. Price is exactly the same. So is unit card.

One of them is likely supposed to be the generic militia unit recruitable in any region with more than 51% Hellenic influence, that you do not need a barracks to recruit. The one with high morale is likely the "real" one.

No, this is not a bug. The one with weaker morale is the AOR unit, available to any faction that controls that region (recruited from the main city building chain). As Cavalier said, the one with higher morale is the "real" one that only Macedon can recruit. However, the Hellenic influence doesn't matter for the AOR unit, just for the units you can recruit from your barracks.
