That depends entirely on you. They can be both. Pontos has pretty good access to Persian units (Persian Hoplites and Kinsmen Heavy Cavalry, plus the rest that everyone else gets, too, like Heavy Persian Archers), and can build Type II government in Persian core regions.
Pontos is a good choice though you can have the same argument for the sake of Hayasdan or Pahlava. Though Mithridates the Great claimed to have the genes of both Alexander and Cyrus, that might easily have been a part of his phil-hellenic campaign. Hai rulers were actually related to the Persian royal family, while Pahlava was the one that was historically the ruler of Persia for a few centuries.
All three are good for role-playing purposes though their approach differs greatly from one another. Pahlava is more horse archers and cataphract oriented, Hayasdan as well though it has more infantry, while Pontos can field the same number and quality of phalanxes as any Successor state, plus it has access to chariots.

You could follow the persian reforms to forge your empire in your roleplaying game. Besides not being able to build the needful you could take the cities and so on. Have fun on your quest forging an empire : ). Also remember that vanilla marian reforms gives you the cool pontic general.
