Seleucid unit recruitment problem

Hi, i have been playing a 0.9h seleucid campaign and i noticed that after getting thorakitai reforms, royal barracks and royal stables i cant get both Azat Aspet (armenian nobles) and chalkaspidai they are no where to be seen, also the seleucids are unable to get thorakitai legionaroi thorugh their own tier 3 barracks, however they can get them using the pontus barracks (i conquered their territory). Does anyone know if this is a bug or an intended faction change? Thanks.

P.D: dont know if this is a bug, but late hetaroi have less armor than their earlier version.
