    i was wondering if anyone knew of all RTW/BI mods that used the -mod feature

    I know of Chivalry Total War, Napoleonic 2 Total War and The First Triumvirate. Furthermore there is an excellent tutorial in the .org's scriptorium concerning this matter: Stuie wrote a superb and easy to understand step-by-step guide on how to convert SPQR to use the -modswitch for example.

    @Albino: the -mod: my_mod command line allows you to have different mods installed on the same Rome Total War folder.
