    Default Rome have been kicked out of Italy - can I still get reforms?

    I'm playing as Makedonia, and Quarthadast has put one hell of a beating on Rome, pushing them out of the Italian peninsula completely (the new 'Rome' is north and east of the Alps).

    How does this affect my chances of getting reforms? From the EB FAQ thread:

    All other factional reform units are tied to the "March or Time" event (Vanilla Marian Reform) which requires the Romans to build a huge city in central Italy to trigger. This is just an arbitrary time delay.
    Does it have to be the Romans building a huge city, or will any old faction do?

    I am aware that Makedones reforms are not exactly thoroughgoing, and the unit you do get isn't stellar, but it does have a wide AoR, which is something I value.

    If worst comes to worst I'll attack Carthage, and use force diplomacy to give some cities back to Roman.

    Yes, that happens a lot. There are three ways around it:
    1) You change the EDB, disabling recruitment of African Pikemen
    2) You take on Carthage yourself and kick them out of the European theatre (including Sicily!). Shouldn't be very difficult, seeing as you're Makedonia.
    3) You get very lucky and the AI Romans actually win the fight for Sicily.

    It has to be the Romans owning said city (Capua, Arretium, Arpi, or Ariminum) for at least one turn. Which faction actually upgrades the city is immaterial (read: do it yourself).

    That's probably the best option.
