    Default ISIS Annual Report

    I finally tracked down a copy of this report for download:

    Its 7.5 megs, 410 pages, and in Arabic.

    No I can't find a translated one, you'll have to translate it yourself in a painstaking process or hope you can find a program that can translate it.

    Either event, ISIS lays out what it did from November of 2012 to November of 2013.

    Posted for historical and political discussion as whether we like it or not, this is now a Nation we are fighting whether we recognize it as such or not.

    I hear they're also paying three times the going rate for jihadis, which presumably is one reason they're able to attract and retain recruits.

    3. Has an increasingly uniformed military

    4. Provides social services and administration of the territory it controls

    The Mafia:

    1. Collects taxes

    2. Has a Governing Organization

    3. Has a fairly easy uniform to identify.

    4. Provides "services" and "administration" of the territories it controls.

    ISIS like the Mafia isn't a country and must be dealt with like the criminal element it is.

    The Mafia do not have a uniformed police, foreign minister or negotiate treaties unlike ISIS. Nor does the Mafia actually control territory or levy a tax.

    ISIS is a nation just as the 13 Colonies became a nation when they formed the Continental Congress and began forming an administration to levy a tax and form an army before declaring their de-facto independence de-jure.

    ISIS is a de-facto government and a de-jure government that has declared independence from Syria and Iraq and declared war on those nations to overthrow their governments. Unless you want to argue that the Continental Congress and its administration was not a government but a criminal band of traitors just as much as ISIS.

    Ummmmmmmmmmmmmmmmmmmmmmmm, by the laws that governed the British Empire, the Continental Congress was by all accounts a band of rebels and traitors. The fact that they later became the governing body of an independent nation doesn't change the fact that for the duration of the war, they were considered criminals.

    The Mafia do have uniformed police. Everyone with a brain recognizes a group of impeccably dressed young Italian-American men stepping out of a luxury car in certain parts of this country. They don't have a badge, but an Armani suit and a BMW to match their clout makes them defacto police.

    They also definitely levy taxes. Ever heard of "protection fees".

    And they definitely control territory. Just like ISIS. They control those territories within the recognized borders of another nation. You buy or intimidate the government, police and populace of an area into doing your bidding, you most certainly control that territory.

    So insert "Taliban" instead of "Mafia", if that makes you feel better. They fit all of your criteria.

    First they are a nation, now they are a government, then they are both. I'd love to see what definitions of those words you're using, or are you just using them for, well, having used them?
