Missile Damage not spead
I might be terribly mistaken on this, but I am putting forward what I have observed in the game and I think it has more to do with CA than DeI.
Missile damage does not spread on an area. Unlike Rome Total War in which if two or more units were stacking in a common area. Even if one of the stacked units was a target to missile fire, there was a possibility of casualties inflicted by the other units. In Rome 2 Total War however, if I have even 10 units stacking together, only the selected target suffers from casualties. Awkward isn't it?
Maybe I didn't notice it clearly (hoping this is the case).

Weird, in some battles (mostly siege ones) my missiles would damage massed units, although the brunt of the losses would be the unit I was targeting... It could be the position you are firing, the position of the nearby units, their armor ratings... Could also vary depending on the acuracy of the unit (the more acurate, the less hits will bouce to other units), but I'm not sure.

My experience is similiar.
But the units standing near are suffering sometimes causalities, but it is rare and it is true that the unit which is the focus target gets the main damage. It is important to know in big battles like sieges, you can basically sniper out strong units (pikes for example, which are strong in siege battles) by using focus fire in the mass of enemy units.

Well, your point still stands 
Area damage is somewhat of strange in Rome2.
