Maruis reforms too early?

I got mine at 257 BC.Seems a bit early in the game. When I capture a settlement,I enslave the population and it increases the population in your other settlements enabling you to upgrade them much quicker.

In RTW 1.5 the Marius Reforms occur when you build an Imperial Palace in Italy.

If you don't want the reforms to occur so fast, then don't build an Imperial Palace until you want the reforms.
