Maric sat in the Great Hall of Winterfell reviewing the men he'd been left with. Just shy of two and a half thousand, with instructions left for more. He'd ordered a militia formed in Winterfell, and had received word from the Dreadfort's Castellan that a militia was being formed there, too. The Karstarks, Reeds and Manderleys had ignored the instructions and made no allowances for militias to be raised in their own territories, robbing the North of over half the additional troops for home defence that it was expecting: some two thousand were being raised out of the five thousand that Lord Stark had issued instructions for, leaving the North with only four and a half thousand men instead of the seven and a half intended. Simple instructions...
He called over a scribe and dictated messages to White Harbour, Karhold and Greywater Watch restating the instruction, reminding them Lord Stark had issued it and that troops were sorely needed to form a reserve and to defend the homeland against potential invaders.
Surveying the map of the North the threats were as obvious as they were remote: the Twins had four hundred men as a garrison and were fearsome towers, the Westerlands was unlikely to force those straits, and the Ironborn lacked the numbers to be anything but troublesome should they side with the King. Places like the Shield Isles presented far wealthier targets if they decided to use the war as a looting spree, anyway.
