AI barrack upgrades , posible incoherence

Hi,

I just recently managed to get at the 250 with a new 0.9 roman campaign, however as i fought i realized there are lagging hellenic factions when it comes to the upgrades of their main military barracks. For example, Sparta already has tier 4 barracks but Egyptians are still using their old tier 2 barracks, which at this point of the game hardly provides decent units to fight against, as for athens and pergamon they have tier 3 but they have had it for a long time and it does not seem they will upgrade it. So i ask the DEI team if this is a bug or an intended AI behavior. Thanks for your attention and dedication. Images Below

You can't force the AI to build certain buildings. Also, the lower tier barracks provide elite troops actually. This is because DeI does not rely on technology/barracks upgrades for higher troop quality. Instead, we have our reforms. So, we can have elite troops be available at some lower barracks tiers because they are reforms restricted.

That is true, however for hellenic factions such as the egyptians and seleucids, tier 4 barracks are still necessary to deploy their elite phalanxes, royals swordsmen and heitaroi calvalry.
