Athen reform

Hi
Im currently playing as Athens. Im at turn 90 and my Thureos reform havnt triggered yet? Do I need imperium lvl 3 before it does? Or is it a bug?
My mods beside DeI are GEM and MaclesMod: Loading screens.

Greek\Successor Kingdoms
Thureos - Imperium level 3, minimum turns 50
Thorax - Imperium level 5, minimum turns 120

the guide is their, id give that a wee read, it has lots of valuable information which has improved my skill on the campaign map alot!!

yip thats correct, as soon as you hit Level 3 the reforms will trigger
