    Default Cant Manage All Settlements

    So I have manage all settlements checked, but for some reason I cant manage a settlement without a governor.

    Do you have Limited Activities enabled in the Stainless Steel setup program? If you disable that, that problem should be solved.

    No, it applies to all settlements at any time, you are thinking of 'Longer Assimiliation' which is another option
