Descr_strat is the only place you need to make the change but you need to pay some attention to the family tree. The father must still be old enough to be the dad of the eldest son (I think the gap has to be 16 years but not 100% sure), and the sons listed in the relative sections have to remain in descending order of age. So if you make Hanno a lot younger you'd also have to make Hasdrubal, etc. younger as well.

Yeah I will make them both around 30? will I need to change the there unit cards too?

No you don't need to change the unit cards, the young / old cards will automatically change with age. But I'm not sure you've grasped the implications of the age change.
This is relative section from (what I hope) is vanilla version, with existing ages of on map named characters added:

Re: the additional question, I don't think so unless you get into scripting and I'm not even sure that can control the AI to the extent of stopping it attacking a specific province (but that's not my area)

And while I am here is there anyway to make it so the julii can't attack rome til they have control of gaul, the scipii with sicily and the africa area and the brutii who control greece, macedon and thracian lands?
