Sorry, i can't find the topic about bretonnians.

I have a question : is there a bretonnian army in the pipe ???

Nothing official. There is few units in-game, and there was one submod which added some Bretonnian troops, and couple preview pics of Bretonnian gear at Mod-db, but I don't think there has been any official word they would be faction in upcoming 1.6.

Edit: I'm afraid you can't get V1.3 anymore unless someone else still got it on his Computer and is willing to upload it for you.
Also the direct link is in Russian, didn't had much luck downloading the Submod.
