Need some advice concerning cultural influence, or it is a bug?

I dont think i get the concept of cultural influece, i tried to figure it out by myself but either i never paid attention to it, or it is a bug/mod related.

How can punic culture actually go up with so much more latin influence? i saw this several times during my campaign and it is confusing. It kind of bothers me, because i play with junia and those guys dont like other cultures.

Hope you can help me with that.

with influence you dont take just over, but you reach a balance in your case 80/20.

CA made it that way in last few patches, that some cultures will stay in regions forever or something like that.

Uff that makes it even harder with factions like the junia, which got penalties for foreign cultures.

The way the new culture system works (from CA a couple patches ago):

Let's say you have a total bonus of 6 to your culture from buildings/characters/etc. Another faction has 4. Your current cultural percentages are sitting at 80% you and 20% them.

Since your ratio is 6:4, the game will seek to balance your cultures to 60% you and 40% them. So, even though you have more culture, your percentage will decrease from 80 to 60% over time.

There are also "historical cultural influences" in every region. This makes it so that, for example, historically German areas will always have a persistent bonus to German culture. In this way you can never fully take over a region's culture unless it is historically your culture's region.
