Great Fire breaking out seasonally.
I'm experiencing *very* frequent breakout of great fire that does not involve enemy agents.
On Hannibal at the Gate scenario, it seems like my capital city is catching fire every 4~5 turns. Is there a solution to this problem, and it is just me experiencing this?

I'm playing on hard difficulty, by the way. Other disasters occur quite frequently(disease, earthquake, etc) but they spread out in other provinces including that of enemies. Great fire; the only disaster that hits my capital over and over, damaging every building 2~3 times a year.

I've had this too. Some regions seems more prone to have very bad events, regularly.
Dont develop those settlements too much, as you will lose lots of denarii (and hair) trying to repair the damages.
I did a Massilia campaign once, and got 5 plagues on my capital in 50 or so turns (and a few diseases/fires/sabotages), at one point I was plagued for 4 turns in a row and my capital army was so weak it almost disbanded.
