King's Landing - RP set up

I am going to need help making sure the capitol RP gets off to a decent start. First of all I would appreciate it if the mods would develop a sort of realistic position for King's Landing to start in terms of levy composition, current buildings, and I especially need to know what characters, both PC and NPC, will be in the capitol. Since interactions with NPCs can now carry some weight, and Aerys II is insane, it could obviously affect how the rebellion goes.

One thing which I'd like to know - are Elia and Rhaenys kept under house arrest, or are they free to roam the Red Keep under heavy guard?

If you aren't going to determine the levy composition yourself, then use the pre-made NPC levy for King's Landing at 7,500 points. There will be no buildings at the start so you will have to build them yourself.

I know for certain that the following characters will be at KL.

Elia Martell
Princess Rhaenys
Prince Aegon
One Kingsguard - not Hightower, Whent or Dayne but any of the others are applicable.

Otherwise, i don't actually know who else would be there.

They will most likely be free to roam the castle but they will always be under heavy guard so that escape would not be possible.

Really I would prefer to have most of the work done for me. It sounds lazy but there are reasons for this: I want as little attachment to the character as possible so I can RP him the way he is supposed to be RPed. If I put in a few hours of work up front I'm going to want to maximize my gameplay as king and with that character. Make it so that I just slide into the role solely for the RP and things will go much better. I don't want to try too hard to win.

I'm quite certain that LM said that Rhaegar would start off in KL, but he would have to confirm that.

Rhaella and Viserys were only shipped to Dragonstone after the Battle of the Trident, so they should be there as well. Hightower is still at the capital too, unless Aerys already sent him away to look for Rhaegar and the other two.

We're going to be working together quite a bit, and Rhaegar will likely be entirely responsible for the military direction of the war as it concerns House Targaryen. It doesn't make sense for Aerys II to be directing any troops at all, except maybe a last ditch siege of King's Landing.

I thought Rhaegar didn't show up until after the Battle of the Bells? Wouldn't make much sense for it to be Jon leading the forces if Rhaegar was there. According to canon Aerys didn't take it seriously until after the Bells when he realized the rebellion was as bad of a threat to the Targs as the Blackfyre rebellion.

There isn't any sort of confirmation on what Rhaegar did between the kidnapping and the Battle of the Trident. Yes it was confirmed that at the Battle of the Bells, Aerys II realized the magnitude of the situation. So maybe Rhaegar was doing other things for the war effort like coordinating soldiers or drumming up more support in the Crownlands. Maybe when Aerys II realized this, he needed Rhaegar, one of the greatest knights of the realm to teach this Usurper a bloody lesson in slaughter. Just because he appears to be the commander right after this battle doesn't mean he is not in King's Landing.

As Hand of the King, who is also the commander of the royal forces, makes sense that Jon Connington would lead the royal army. But who knows this time. Ponti is King so makes his own decisions.

Unless there is hard evidence proving this, we will just say he is in KL, recently returned from imprisoning Lyanna Stark in the Tower of Joy.

From the looks of things, the Hand of the King and Small Council, as well as Prince Rhaegar, were responsible for the war effort while Aerys II sat on his throne and executed those who were suspect of being disloyal or failed to fulfill their military responsibilities. At the Battle of the Bells for instance, due to Jon Connington's retreat, Aerys II exiled him and confiscated his lands. During the course of the war, he had four Hands (Owen Merryweather -> Jon Connington -> Qarlton Chelsted and finally Lord Rossart).

There has been some discussion between myself and Hengest about possibly having a Dayne up with Elia. There is nothing concrete right now but it is possible.

If this Dayne is gonna be a guard of Elia, wouldn't make sense since she is being held as a means to ensure Dorne actually side with the Loyalists and she is surrounded/guarded by Aerys's men. Doubt the King would allow someone he doesn't trust or know to guard his captive.

LM, Myles Mooton is described as the friend of Rhaegar Targaryen, after serving as his squire. So can he hang around KL as your friend?

Also I wanted to ask if the daughter of my lord can be a lady-in-waiting to either the queen or Elia Martell. So we can make the court of Aerys a bit more lively. Also my lord can be at court as well, perhaps he can have a position as master of coin or something else, we don't know how Aerys's small council looked like.

I think female figures around Elia would make for great action when things get hot at Kings Landing. Since Elia is reigning princess of Dorne and the princess royal she would gather a great deal of women wanting to make their way in the world, just as men and boys would gather around a prince. However Elia is somewhat cast aside by Rhaegar and remains at the capital more as a political hostage. Therefore women around her would either be trusted friends, freeloaders, or people out to manipulate her whilst she is vulnerable. It is pointless rping any women working for the king because he doesn't trust any of his servants anyway.
