    Default Rome in hard difficulty

    Hi sirs thanks for providing us with your overhaul. I would like to express my observations on the roman faction recently i played with Sparta which is a really hard faction to play and started to capture hellenic cities like Massalia or Syracusse . I noticed that Romans repeated the same thing again and again.
    They seem a strong faction they rush to capture couple twon and in or 2 turns they loose that towns. I have seen that with syracusse with North Italy with Apoloneia and Epidamnos . It was funny to see it at first but it got repeated many times and romans generally in Rome 2 but also in the mode are a push over for other factions in my current Campaign Getae invaded through tarencium and celts from the north and completly exterminated them .

    I think Rome suffers from all their neighbors having the capture of their cities as relatively early missions. They are surrounded by factions that hate them, and their AI is very aggressive compared to most. So, the typically AI is amplified. The only solution I've thought of for Rome is boosted garrisons. I still think it's unfair and unrealistic that barbarian tribes like the Illyrians and Gauls get massive garrisons of higher quality units compared to the Romans and Greeks. Rome gets half of their units as plebs, which is fine for the human player. For the AI? They are outnumbered and have low quality.
