I found the AI was doing just fine on the campaign map on normal or hard. With every battle being a risk when armies are similar and both controller by players (And the AI quickly field armies even on normal) I find that multiplayer campaigns are really the way to go for a challenging Rome 2 experience.
Always play as AI (Auto-resolve ridiculously unbalanced fights.).
Now if only multiplayer always worked well. A lot of people (Myself include depending on who I play with), have a hard time playing more than 10 turns without a desync that destroys your who campaign.
