FOTS Fastest way to lvl 4 development

I've just gotten back into FOTS and add some nice mods which make it even better for me (line infantry with bayonets is awesome!)

My question is for modernization play throughs, what was the fastest lvl 4 development in turns? I've done 3 play throughs as either Saga or Satsuma and I always get to lvl 4 around turn 50 or 55. Has anyone gotten to it quicker? My strategy is to take maybe 4 provinces and then focus on development, then steam roll out when I have kneel fire and Armstrong guns. Should take more cities before turtling?
