Just had an extreme blizzard in Norica et Raetia ... something like a fifth of my legion / garrison in the province dropped dead or deserted while 2 enemy armies of the Hellenic League also in the province remained completely unaffected. Is this a bug or yet another case of CA not having thought things through before implementing them?
