Can't build basilica temples, bug?

The option doesn't even come up. normally it'll say requires technology or resource X. but there is simply no options that even show up for any of the basilica level temples for romans.
And I do infact have the required technology researched. honga.net says "requires livestock" anyone know what that means? there is no resource or building that gives you "+1 to livestock" or something

Has anyone been able to build one of these?

AFAIK you can only build basilica temples in regional capitals.
