Have you tried playing with Lusted AI? I mean the setting in the SS setup.

This might not be exactly what you're looking for but here is a mod that causes factions to re-emerge.
So if a faction is destroyed (Seljuk) conquer either Ankara, Iconium, Adana, or Cesarea from whoever owns these cities.
Then you can foster a revolution by destroying public order buildings, removing garrisons, not converting the population to your religion etc.
Then, when they re-emerge give them some time to build up for a challenge
