Go ahead and have a look on the content of the stickied thread on reforms and you will see that your question is answred. Think how much you can learn from searching among the vital mod threads...

EDIT: Decided to be nice (maybe a bit too nice) and give you the link to the thread. Next time make sure to read the thread with the recruitment guide before you ask.

Snippy reply aside, I don't think there is anything about Armenians in the Reforms thread. Certainly after looking over it for a few minutes I could find no reference to Eastern cultures, or Armenian units...

To actually answer your question, Actimel, I don't know when Armenia can recruit those units. My guess would be that they've been linked to one of the reforms in the thread Matmannen linked you. Either Thureos or Thorax (probably Thorax) and my advice to you is just increase your Imperium level and progress through the game and eventually those units will unlock for you. Maybe someone else can come and give you a more complete/accurate answer though.

I believe Armenia's reform are linked to the Global cultural reforms since Armenia doesn't have a player reform yet. So you will see Thureos at turn 60 and Thorax units at 140.

    AI Cultural Reform Triggers:

    Rome
    Polybian - Turn 50
    Marian - Turn 130
    Imperial - Turn 240

    Carthage
    Late Reforms - Turn 100

    Greek\Successor Kingdoms
    Thureos - Turn 60
    Thorax - Turn 140

    Barbarian (German, Celtic, Gallic, Celtiberian)
    German - Turn 105
    Iberian - Turn 110
    Celtic - Turn 106

    Reforms Basic Information:
    - Make sure you don't have any other mods that affect the scripting.lua file (camera mods, etc).
    - Current cultures with Reforms: Rome, Carthage, Celtic, Gallic, Iberian, German, and Hellenic.
    - Reforms are based on two factors: Imperium level and turn number. We may add more complicated triggers in the future.
    - When a Reform for a faction occurs, new units will be available to recruit and the older versions will no longer be recruitable.
    - The AI has different requirements for Reforms, they only require a certain turn number.
    - Technologies that unlock barracks types are still present, as each barracks level has a value in each reform tier.
    - Some units will be restricted until the global reform happens for that culture type, for example Thorax units for Armenia or certain Auxiliaries for Rome.

Armenians get access to pikes in the first reform, at turn 60.

Okay so it was one phrase in one line of a large post. Thanks for giving a more concrete answer, Post Hoc.
