rome doesnt load up

The rome icon appears at the bottom of the screen, but when i click on it , it does not open up and allow me to play the game, ive tried verifying the game cache and followed steps to allow it to be played in 64 bit mode

Any help would be very greatfull,

yes, but i uninstalled it before rome 2 came out, and i reinstalled it last night

Did you try verifying the game cache?
Did you check the game's permissions through your antivirus/firewall/security suite/router firewall?
Have you checked Windows' Event logs to see if anything game or Steam related?
