I'm going to start a new Gallacei campaign and any pointers? Should I push Carthage out of Spain and just keep them at the strait? Or should I push into Carthage and destroy them, then focus on moving into France?

Trying to take Africa is pretty annoying...
Rather, move upwards and eastwards. Shooting through Massalia and then into Italy, you can have good supply lines via sea for your men, and of course do what everyone wants: murder the Rome faction out of Italy as fast as possible.
Mining is just constructing buildings, you can do that while pushing your frontier outwards rapidly.

Good advice. I've noticed that the Gallacei's economy has changed drastically from 2.5. So i'm strapped for cash right away.

I assume you are playing 1-turn. According to Tone, the Team did not have enough time to balance every little faction. Spain was obviously one of them.
Here is what I did: Go to "Play One, Data, Building, Find <building hinterland wealth>,<small wealth requires hidden_resource...>, ( Spain ) and gradually increase the number (I belief, it was 500). I increased that number to 850 which got me out oft he negative income.
My approach to playing Spain, HH, 1-turn is (after 20 games as Spain): 1.Turn take your existing army straight down and capture the province just above the Carthaginians (forgot the name, sorry); if not, Carthage takes that province at turn 5. It has a nice protective river and you can secure the border with a Fort at the crossing.
Take all the rebel provinces first before expanding.
Good Luck

Okay thank you, I found the data you were talking about and increased it to 950. So that should keep me out of the negative. Also thank you for helping me find it in the first place.

One of my first and most fun campaigns was with the Gallacei. Fire javelin skirmishers were just too fun. I believe i took all of spain took enough turns to develop my cities (get mines) and train 2 strong armies then continued into africa with one and into gaul. Once i realized that no one could stop me i gave up on the campaign. the real fun in that campaign is uniting spain. have fun!
Well, going"overboard" - Eh!
Did you make the change on the two places? There is one more place further down.
I hope, it works for you.
I will continue or start a new campaign tomorrow after I take my last exam. I'll let you know what happens then.

Build mines in your 3 starting provinces - their income is huge. Do not ally with the Romans or the Carthaginians right away. They will ask you, but put it off as long as possible. If you ally with one, the other faction will attack you immediately. Build Forts where ever there is a chock point, it confuses the AI and makes their attack less lethal.
I greatly enjoy that faction. Let us know how you are doing.
Besides what the guys already said, also some important stuff.
Taking Carthago Nova is a priority, because constructing there the mercenary building gives you access to balearic slingers, which are a must have against the romans.
Taking Massalia is also a priority, because you can make here a military base for the northern invasion of Italy and other European wars.
Here is a picture as an example of how I expanded in one of my saves with Gallaeci, it's imminent to come from north in Italy and it is also very good strategically to attack the romans in the same time from Africa (and attack the romans you must). I had there 2 main armies in north Italy, 1 main army sailing from Carthago and 2 secondary armies protecting the borders with Arverni and Ptolemaics. Main armies means celtiberian spearmen, elite iberian scutarii and gallaeci infantry, balearic slingers and heavy cavalry; secondary armies mostly iberian scutarii and light iberian cavalry, something you can retrain in lower level barracks. Of course, you can also focus only on romans and hold the Gibraltar strait if you like, taking them out faster and concentrating later mainly on Europe. But taking out Carthage in the same time opens you up to the eastern front, which is a good thing if you like fast expansion and many battles
Cheers mate, good luck and lots of fun!
Thank you for the advice, I already had the idea to build the mines before anyone said so Hehe. Also it's been tough starting out, since the free people have harassed me constantly, but they've been put in check on the Iberian Peninsula. Also I haven't allied with Rome or Carthage at all, I've just gotten trade rights with them. Pretty soon I will have to enter a war with Carthage though, i'm going to unite the Iberian Peninsula regardless.

An update, I was playing for a hour earlier and Carthage wanted to ally with me. I'm guessing since they took Emporie or however you spell it from Rome. So the war with Carthage will come today and it will be bloody.
Party hard and pillage!
Besides, that AI faction is next to you, it'll attack you anyway...
I know, lol it's not my first time playing Rome. Also it seems Carthage right now favors spear units.
Party hard and pillage!
War has come and Carthage really loves spear units. So i'm thinking about pinning them with some light infantry and moving around with either javelins or slingers to take them out.
Party hard and pillage!
Slingers, preferably. Especially against armored stuff... (plus they have 40 shots compared to 6 javelins). Hope you're good at keeping them safe though, AI loves killing those skirmisher-type units.
Though really, with sword lovers like Rome, it works really well.. or anyone, actually.
Hmm good idea, although there's not many slingers in Iberia right now.
Party hard and pillage!
A update on the campaign. Plague has hit the city of Brigantion and is wiping out my citizens. But I used a spy to contract the plague and he's spreading it to the near by free people and Carthage settlements.
