So is it something I am not doing that is causing this?

No, I have crushed the rebellion in Italy----like 20 or so turns ago----and I am fighting Carthage and two more city's just rebelled for no reason. I was wondering if it was because I didn't finish off the rebel fleet or something cause I can't find a reason for the rebellion. My poor troops in Africa need reinforcement but now I have to retake Capua and I forget the other one. They have like 3 stacks I have to crush......I like the challenge but don't understand why I got the rebellion----again.
Were you referring to the thread was about the cities of the britons rebelling during a scripted rebellion that takes several turns. Because that wasn't a bug.
When the rebellion time arrives, for several turns, the settlements will just magically switch to roman rebels. If you take them while it is still going on, they will again magically switch back.
Were settlements set to Very High taxes?
