Graveyard and region in east

Hello!
i'm playing with vampire counts version 1.5.1
I've conquested middenheim and kislev,but in these 2 cities I'm not able to build graveyards:why?
And other question,There is a region in extreme east controlled by rebels,after mountains:how can I arrive there?

Not sure about your first question.. maybe check the building recruirement. Perhaps a building of the same type but of a different culture is present. If so it should be demolished.

If you select an army and hold right click over the area you want to move to a pathing line should become visible if the terrain is accesable.

I've controlled.I've destroyed all destroyable buildings but nothing new has happened
The terrain is unaccessable,but why is there the name of the region,and not only the all black limit?

Ow that's meant to be inaccessible. It will probably be used in the next update.

Hmm have you checked the building requirements?
