How to modify agent abilities?

Hello. I'm trying to find where I can change the agent's abilities but I can't find it anywhere. In the data_fots.pack DB is missing but it's present in my radious total war.pack. The only thing related to agents I could find was in the Agents table but that's not what I'm looking for I just want to remove the single combat from foreign veterans since I got rid of other agents entirely because of the massive AI spam murdering everything..

I read people mentioning agent effects but that is nowhere to be found for me.. I find it odd that my data_fots.pack has a lot of things missing that are present in radious_total_war.pack

Never mind it seems to be in the original data.pack although I'm still unsure what to do at this point but I will put priority of single combat to 1 and see what happens.

Update. After changing the value to 1 or 0 my PFM won't respond when I try to save
