How to allow unlimited fire bomber boats?

How can I do this?

Use the Pack File Manager to open units table. There, you can set the unit cap of fire boats to 0 which means unlimited.

Can't open that unit table.

Is there a problem with my game?

So I changed the value of

Light_Ship_Fire_Bomb_Kobaya and

Light_Ship_Fire_Bomb_Kobaya_Mori

to have 0 under total cap but when I go in game it still has a limit of 4. Also I changed

Inf_Special_Fire_Bomb_Throwers and

Inf_Special_Fire_Bomb_Throwers_Hojo

To have the create cost of $350 but it still has it as $700 like before.

Anyone know why it isn't working?

You don't have to save that as a .pack file.. As long as your other mods don't use their modified version of data.pack you should just save it in your original data.pack
