Generally no. The only elephants I encounter are the ones Epeiros starts out with or some random times Qarthadast recruits them. Never seen Ptolemaioi or Seleukeia use them.

The Ptolemaioi used them a few times in my roman campaign but they had a giant empire and probably a lot of money.

I doubt they usually upgrade the proper MICs in the first place.

African Eleutheroi usually have them. I fought quite a few rebel armies with elephants among their ranks in my Carthaginian campaign. I also know that when you play with Ptolemies, there are large Eleutheroi stacks to the south-east that also have elephants.
Attack any city in India and I guarantee you you will see elephants.![]()
I don't think the AI recruit them very much due to their expensive nature, both in initial recruitment costs and upkeep costs.
Indian rebels have them and they are spawned usually with them. Yes, they are too expensive for the A.I. (and for the player, especially the Cata one). Maybe a change in the EDU is the best solution.
I have seen a roman aar (IIRC it was called History of Men) where the player fought against both carthaginian and seleucid elephants during the campaign.
When you want to fight against elephants, use the create_unit command to spawn them in the stack you're about to fight. Means you get elephants, without it bankrupting the AI faction you're fighting.
