I'm not sure if the previous posters are serious or not, but North Korea is one the last places I want to reside in or even visit; the Korean Government is known for being extremely corrupt and the quality of their living standards is one of the worst on this entire planet. One thing they do have going for them though is that public order is maintained, even if it's through an iron fist and violence.

On a serious note, does this really surprise anyone? Sadly enough, nothing will be done about it. NK has nukes and there is no good reason for anyone to get involved as long as NK does not bother its neighbour too much. However, recently I've read about North Koreans going to other countries to work there and earn money to take back to Korea. Perhaps this is something that could be stopped to cut another avenue of cash-flow to the criminal regime.

I might be one of the handful of people on this site who's actually seen North Korea with my own eyes, albeit with huge binoculars from the South Korean side of the river border. The story about the dogs originally came from a Hong Kong based paper known for exaggeration and lousy fact checking. No news source that actually has good access to information coming out of the DPRK has touched the dog story.

How liberal are we being with the definition of "hoax"? I have never seen a reputable news station report this, but South Korean media tabloids that are roughly the equivalent of the National Inquirer love to gossip like that because they make funny stories. That is like saying the MSM or US gov is in a conspiracy to prove aliens exist because of the National Inquirer.
