Windows 8 here. I had several Medieval installs on it and it never give me this error.

Ive tried runing in compatibility mode for other OS, disabled UAC but no avail.

Welcome to the Hell of anyone trying to use a XP program on anything Vista and newer.

To repeat what has been written before,

1. Disable the UAC, preferably in the registry,
2. Take ownership/control of C: drive,
3. install the game outside C:\Program Files and Program Files (x86)

or odds are against you as old as Medival2 is.

Ive restarted my PC for 7-8 times and the damn Medieval finally launched
