FOTS question: How do I get the French to establish a trade post so I can get their marines?

I just got FOTS and I read on the forum that the Americans, British and the French will establish a trade post and provide access to their marines. Right on the turn I finish the research, the British asked to establish a trade post. But I wanted to get the french marines. So I save scummed that same turn a number of times. So far I've seen the Americans and the British ask to establish a trade post but not the French. How do I get the French to establish a trade post?

Convert Allegiance to Shogunate.

Shogunate gets French and American while Empire gets British and American.

I see. I guess I'll just have to play a pro-shogunate campaign next time.
