Why am I losing a legion or two every few turns

I'm getting the "Traitor to the People" every few turns. Any help?

But then, it has never happened before for the past 300+ turns until now.

It's a bug. There is this legion.....in the middle of the desert with a spy. The area is under my control with watch towers covering the area but there are no visible diplomats. I set the option to follow all AI movements (Parthia is the culprit ) to check on their diplomat (if any) but no movements was shown (faction skipped). Their diplomats seems to be invisible or something. Its annoying to see your experienced legions disappearing one by one.
