How to assign rebel settlements to certain factions ?

I dont like the idea of rebel settlements, so I want to assign all these rebel settlements to some factions so that they share their borders right from the beginning of the game.

Which files (in RTW Alex.exe or RS2 folder) do I need to change , please ?

Can this ruin campaign balance ?

It will most certainly ruin campaign balance...probably on a massive scale, as the economic state of each faction is initially set up to reflect the few regions they have...with the exceptions of Rome, Carthage, Seleucid, etc. Also, the 'slave' faction must have at least one region...or the game will crash.

But, if you insist, the file you are after is 'descr_strat.txt' in the 'world\maps\campaign\imperial_campaign' folder.
