Question about Citadels.
Is there a specific event that needs to happen before you gain the ability to construct a citadel? Sorry if this has been asked before.

I think its supposed to be the concentric castles event but in reality it takes decades almost centuries of ingame time and the perfect conditions to get citadels one misfortune when it comes to your governor can mean years between getting a citadel

I suspected something along those lines. I suspect it could be the same thing with Huge cities is suspect.

As far as I know, citadels do not require any event. There is a population threshold you must reach, I think it is 22,500. Very difficult to do, you need a governor with full chivalry and additional traits/ancillaries that further settlement growth. Almost impossible to do on a one turn per year basis. Better wait for another faction to build a citadel and then conquer it.
Growing a huge city is a lot easier, especially for those cities that have unique buildings which further growth (eg Venice). Just max out all building lines that promote growth and get a governor with some chivalry.

No event needed but in the patch notes they are now very hard for the player to get, you could either try to get one without cheating (which will take patience and a bit of luck on your part) or you can build everything in the fortress and then add the population you need using the add_population [settlement name] [number] command via the command line in game, to access that press the key above tab and to the left of the number 1 while in game.
