Icon3 Attacking AI Blockaded Ports and...Save File Editing?

So, my latest campaign has come to a screeching halt because of the old not being able to attack a port that's being blockaded by an AI faction (of any diplomatic standing). I could just declare war on the blockaders, but that would probably have me at war with half the map and betraying a large portion of my non-aggression pacts and trade agreements. But I had an idea: what if the save file was edited to simply completely remove the blockading stack from the save game? Would that be possible? Would it definitely have some mal effect?

I don't know the answer to your question, but this is irritating design decision in the game which speaking of "realism of a game" makes no sense.
Another design decision is driving me crazy a bit is when army leaves the city and floats away and starts to starve there when instead of this it could give a real fight and have a chance to win . This is real game breaking bug and needs to be fixed, because this "tactics" work as an advantage of player not of AI.

I suspect it's not actually a "design decision", but just a quirk of the engine that's there due to CA being very cursory and careless in their game design. I suspect the same for other small things (but which make big differences) here and there and some simple ideas/functions/mechanics that would make a big difference but are simply completely absent.

I've done some digging in a save file with the EditSF (I think I might have found what I need) and posted a thread in the workshop, so let's where that goes. Neither the option of creating a diplomatic mess or of sitting my two stacks outside of the settlement turn after turn after turn in the hopes they'll stop blockading is appealing.
